Description

Oversees various job functions and assists in coordination, scheduling and inspections of all related Construction Crews, Contractors, Inspectors, of New Development involving single family residential homes, apartments and other project work as encountered. Oversees, instructs and monitors the compliance and performance of all construction crews and contractors for compliance with the Safety regulations, methods and procedures. To act on the behalf of QHS as Safety Alternate/Competent Person who will exercise judgment to take prompt and corrective measures as need be should the QHS Safety Officer be absent for any reason. Oversees various skills and technical electrical job functions related to New Development, maintanance, and rehab of invloving single family residental homes, apartments and other project work as encountered.

Responsibilities
  • Meets with supervisor to review, discuss and plan work schedules regarding work orders, and/ or the standard schedule of phases involved in the construction of a new house or repair as encountered.
  • Prepares a daily work schedule for the appropriate crew or contractor.
  • Oversees/Manages grants received by QHS or HCD department
  • Ensures the appropriate materials and tools are available;
  • Orders materials and tools for electrical construction.
  • Assists in development and implementation of new house design and structuring.
  • Formulates requests for proposals with contractors and supervises work by outside contractors
  • Prepares reports, documents, and other information regarding plans, production schedules, and overall progress.
  • Assists with annual NAHASDA Indian Housing plan and Annual performance reports
  • Participates in regular meetings with the BOard of Commissioners and report on operations
  • Works with other entities in administering corrective actions and evaluations.
  • Performs daily onsite inspections to ensure that all work is in compliance with all building, safety codes and regulations, and to insure a timely performance and completion period.
  • Assists in the layout of house for the proper dimensions and location on site, elevations, grades and soil testing.
  • Provides supervisor with assistance on material, labor estimates and schedules as requested.
  • Assists in performing site preliminary inspections with the designated inspection committee.
  • Keeps an up to date progress schedule.
  • Meets with supervisor, coworkers and Safety Officer to review/discuss safety methods for work performed.
  • Assists with QHS modular homes being set, and documentation of ship loose and damage sign offs.
  • Performs onsite inspections to ensure compliance with the safety standards, methods and procedures.
  • Willing to perform other duties as assigned within his/her scope of work.
  • Must be available to work above and beyond the original tour of duty.
  • Inspects, evaluates, troubleshoots and prepares an accurate repair or replacement of existing conditions.
  • Oversees and insures all new installation and material are in compliance with appropriate electrical codes, regulations, methods and schedules
  • Coordinates the location of electrical service entry points on site and house layout situations.
  • In the event of an emergency or identified immediate need, as determined by the Principal Chief or Vice Chief, participation in preparedness and response operations will be expected. Employee may be required to fill a temporary assignment in a role different from standard duties, work hours and/or work location in preparation for, during and after the emergency/identified need. Employee may also be required to participate in relevant exercises and regular preparedness training.
Scope of Supervision

This position is supervised by program leadership. Provide Field Supervision all construction crews and contractors. Responsible for the compliance with coworkers, contractors, or in the vicinity of others where safety procedures must be followed, to prevent personnel injury or to others. Supervises assigned employees and contractors.
Works under general guidance of the Director – Qualla Housing Services and Secretary of Housing or designee within established guidelines, such as the QHS Board of Commissioners, HUD Regulation requirements, EBCI Personnel Policy, EBCI Fiscal Management Policy, TERO Policy, and other established policies and procedures.

Minimum Mandatory Qualifications

Experience:    Two (2) years of related experience required.

Education:    Bachelor’s Degree in related field required. Equivalent combination of education and experience may be in lieu of degree, with required related experience of an additional: 5 years with a High School Diploma/GED equivalent; or 3 years with an Associate’s Degree.

Licenses & Certifications:  Valid, insurable NC Driver’s License required.

Key Job Knowledge
  • Possess a working knowledge of all aspects in the residential building construction trade related methods, codes, inspections, tools, equipment and materials pertaining to his/her designated field to ensure accurate and timely completion.
  • Must be proficient in scheduling, coordinating, estimating material and labor; possess the ability to communicate with the public, clients, contractors, inspectors and other agencies.
  • The ability to prepare reports.
  • A general knowledge of site work methods and procedures.
  • Knowledge of OSHA safety standards, methods, and procedures of residential building construction, and the safety operation of construction power tools, hand tools including heavy equipment, light duty equipment and similar vehicles, and portable power equipment, ability to communicate and coordinate with coworkers and the public.
  • Knowledge of QHS Policies, Safety rules, regulations and procedures.
  • A high level of accuracy is required when correcting electrical mishaps and when doing load calculations. Incorrect procedures could be detrimental such as fire, or electrical shock and could results in serious loss such as loss of buildings and homes.
  • Ensures all field work is in compliance with all code, regulations, appropriate materials and timely completions, mistakes could be costly.
