Addressing the diverse housing needs of EBCI members

Our mission is to create a centralized and productive housing delivery system to address the diverse housing needs of enrolled members of the Eastern Band of Cherokee Indians––including but not limited to homeownership opportunities; homebuyer counseling and education; rehab and preservation programs; and housing services, including transitional housing assistance––and through these efforts enhance the economic development and quality of the Tribe.

This division shall serve as the Tribe’s mechanism for housing production, and as the Official Housing Information Clearinghouse, point of coordination and contact for all housing-related issues, information, services, and resources benefiting and/or affecting the Tribe.

This division also serves our elderly and disabled Tribal members through services provided by the HELP and HIP programs.

Divisional Goals & Objectives:

  • Promote education and training that support and encourage appropriate rental and homeownership oversight.
    • Provide classes/sessions that provide information about housing issues and awareness of tenant accountability.
    • Provide classes/sessions that provide information about housing issues and awareness of homeownership responsibility.
    • Provide post-purchase counseling to homeowners who have issues with mortgage or construction processes.
    • Provide assistance and counseling to clients who have become delinquent with their mortgage and execute forbearance agreements and loan modifications as needed.
  • Provide homeownership opportunities.
    • Facilitate homeownership by exploring loan programs to accommodate the various needs of our enrolled members so that they may attain homeownership off and on the Boundary.
    • Facilitate homeownership by leveraging outside financing by offering down payment assistance.
    • Offer rate buy-down on external loans to give enrolled members incentive to have good credit so that they may receive a lower interest rate on their mortgage.
    • Continue to work with CBC to provide housing for the elderly and disabled.
    • Continue to assist BIA with TSR, Lease and Assignments, and land transfers on HCD and QHA new housing.
  • Provide housing opportunities to enrolled members and the community at large.
    • Prepare sites and/or homes in new developments for enrolled members who do not own land or buildable land. All infrastructure is completed, including utilities, prior to the purchase of lots and/or homes.
    • Increase the construction and production of homes for families financing their own house.
  • Promote the preservation and rehabilitation of housing stock.
    • Provide financial aid in the form of grants to homeowners for home repairs and improvements.
    • Encourage participation in and use of low-interest rehabilitation loan funds up to $30,000.
    • Continue efforts to reduce substandard housing conditions and improve conditions of existing housing.

Qualla Housing

The goal of the Qualla Housing Authority is to provide affordable, decent, safe, and sanitary housing for members of the Eastern Band of Cherokee Indians.

Housing Services

  • Rental: 144 total units: 29 Tsali Manor Apts. and 115 units in Birdtown, Wolftown, Snowbird, and Painttown Communities
    • 60 new applications received
    • 33 new families served
    • 20 applications on waiting lists
  • Homeownership:
    • Rehab Homes – 28 applicants on waiting list (clients do not own land)
    • TSALAGI – 22 applications received; 15 incomplete; 3 under review; 4 on waiting list

Infrastructure and Public Facilities

Solid Waste Management

The Solid Waste Department is responsible for providing collection, handling, processing, and disposal of all solid waste generated on the Qualla Boundary. This includes household garbage, recycling, commercial waste, food waste, and bio solids from the Tribal Waste Water Plant. Residential waste collection includes roll cart and dumpster collections on weekly routes, bulk item collection on a request basis, and recycling trailer drop-off locations throughout the Boundary.

We provide waste collection services to all Tribal facilities and all businesses located on the Boundary. We are responsible for processing all wood debris from other Tribal departments, vendors, and residents. The EBCI Solid Waste Department operates a transfer station, where all municipal solid waste that is not recycled is collected and transferred to a landfill in Georgia.

We provide compost sales, both bio solid compost and food waste compost, to local residents for gardening, as well as to landscaping companies and farmers. Mission Statement

Provide an integrated solid waste management program with a priority on protecting and preserving the natural resources of the Eastern Band of Cherokee Indians through the promotion of wise management of solid waste by emphasizing the importance of “Reduction, Reuse, and Recycling” to all residents, businesses, and visitors on the Qualla Boundary. Divert as much solid waste as possible from the landfill.

Vision Statement

Establish and maintain infrastructure to provide convenient and reliable integrated solid waste management services for all residents, businesses, and visitors of the Qualla Boundary, while continuing to educate the general public on the importance of waste reduction.

Housing and Community Development

Housing Services

Housing Services assists enrolled members in obtaining mortgage loans, both on- and off-Boundary, to purchase or construct a home; down payment assistance; and rate buy-down funds. Additionally, we offer renovation loans for eligible homeowners.

Rentals
Provides rental housing for enrolled members and non-enrolled members based on a priority system. Over 100 rentals exist throughout the Boundary in Jackson, Swain, Graham, and Cherokee Counties.

Vision and Mission
To provide housing opportunities to eligible enrolled members, and to educate the general public about the importance of credit, introduce processes for becoming a homeowner, and deliver exemplary customer service to clientele.

Housing Production

The purpose of the Housing Production Office is to facilitate the construction and design of multifamily housing developments. The various services range from duplex units to apartment complexes; the office also provides layouts for developments on Tribally owned property for sale to individual Tribal members.

Infrastructure

Our mission is to provide housing infrastructure to our people.
Our vision is for high-quality site work.

Infrastructure services are provided to approved EBCI-enrolled members living on trust land.

  • Road and home site excavation – Tribal Construction or other Tribal program
  • Erosion and drainage control – Tribal Construction or other Tribal program
  • Masonry foundations or block underpinning – Cherokee Boys Club or TERO-certified contractor
  • Gutters and gutter drains – Cherokee Boys Club or other Tribal program
